This ensures that the controls and safety requirements remain in effect as crews rotate, and it clearly defines who is responsible for revalidating or extending the permit and what steps must be taken between shifts. That continuity is what keeps the protective measures in place and prevents gaps in safety. Merely listing workers, assuming the space is non-hazardous, or relying only on a supervisor’s signature doesn’t guarantee this shift-to-shift continuity.
